Director Midstream – PAU

Job Summary

The job exists to regulate the midstream operations so that they are conducted in a safe manner that ensures integrity of Midstream facilities but also complies with Ugandan law, approved standards, and petroleum industry best practice

Key Duties and Responsibilities

  1. Responsible for initiating and budgeting for the activities of the Midstream Directorate.
  2. Responsible for the review and advice on engineering designs and plans for midstream facilities.
  • Drive the implementation of an effective risk management system in the Midstream Directorate.
  1. Provide technical support in the evaluation of transmission and storage tariffs, levies, and pricing frameworks of operators of transmission and storage facilities.
  2. Identification of training needs of the officers for further career development of the employees.
  3. Manage midstream oil and gas activities and reporting compliance of the licensees in the midstream oil and gas sector with the relevant laws, regulations, guidelines, and agreements in Uganda.
  • Ensure competition, access, and utilization of facilities by third parties in midstream petroleum infrastructure and monitor the conditions of operators and their trade practices to ensure competition and fair practice is maintained.
  • Provide technical advice on agreements and on licensing for midstream facilities, but also on policies, legislation and codes of practice affecting Midstream petroleum activities in Uganda.
  1. Develop guidelines and manuals for use in the regulation of midstream facilities by PAU, and compliance with the midstream laws and regulations by the licensee.

QUALIFICATIONS, SKILLS AND EXPERIENCE

Basic Qualifications

  1. A Master’s degree in Chemical or Process Engineering, Refinery or Pipeline Engineering, Petroleum Engineering, or Geoscience from an internationally recognized University.
  2. An Honors Bachelor’s degree in Engineering, Industrial Chemistry or Physical Sciences from an internationally recognized institution.
  3. Membership in the Society of Petroleum Engineers (SPE), American Association of Petroleum Geologists (AAPG), Society of Exploration Geophysicists (SEG), Uganda Institute of Professional Engineers (UIPE), Engineers Registration Board(ERB), Institution of Mechanical Engineers (IMechE) or an equivalent.

 

Experience

  1. Twelve (12) years of relevant work experience, five (5) years must have been at leadership/management level, and seven (7) years in the Oil and Gas Industry.
  2. Knowledge of midstream petroleum operations is an added advantage.Character & Competencies
